The CESG was established by the NSW Government in response to the Independent Commission Against Corruption's recommendations to reduce opportunities and incentives for corruption in the state's management of coal resources. The CESG provided interdepartmental advice to the Government to improve the quality and transparency of processes used to allocate coal exploration licences in NSW. The CESG has finalised its report on a proposed policy framework for the allocation of new coal exploration licences in NSW and submitted it to the Government for consideration.

The Government has considered the CESG's advice and is implementing its recommendations through the Strategic Release Framework.

The CESG's recommended approach includes identifying areas for release only after an assessment of environmental, social and economic factors has been undertaken. This will be a desktop assessment, and the community will have an opportunity to provide input as to what it sees as the issues.

CESG Chair and Executive

An independent Chair, Mr Percy Allan AM, was appointed to the CESG and joined by executive representatives from:

  • the Division of Resources and Energy of the then Department of Trade and Investment, Regional Infrastructure and Services,
  • the Department of Planning and Environment
  • NSW Treasury
  • the Department of Premier and Cabinet.

CESG Charter

The Committee adopted a Governance Charter PDF (445 KB PDF) to establish a common understanding of its role, scope and objectives. In particular, the Charter set out the membership, terms of reference and operating procedures and processes, including how to deal with disputes and conflicts of interest.

Discussion paper

A discussion paper was prepared to explain to stakeholders, in broad terms, the key areas of work the CESG was to undertake and provided an opportunity for stakeholders to provide input.
